Zelda Majora's Mask- Why isn't the Keaton appearing in Mountain Village?

It seems like something's wrong. I'm working on the heart piece you get by answering the Keaton's questions. I'm in Mountain Village, it's Spring, I'm wearing the Keaton mask, I've slashed the bushes that run away and....no Keaton. Why isn't it appearing?
