Do you think that there should be a special "torture" provision for people who commit abominable acts?

This opinion you solicit is a moot point. The Supreme Court determined decades ago this activity is unconstitutional and is "cruel and inhumane punishment" even if ordered by a Court as a part of a sentence. They deserve it of course, but it can not happen.
