My car's a/c blows cool air, just not strong enough. i tried using refrigerant but i did not help. someone?

suggested changing my blower motor. the a/c works on all three setting, it just doesnt blow strong enough to cool down the car.( i have a 1996 honda accord) do you think it needs to be replaced, or does the fan need to be cleaned or replaced? or could their be another problem all together?
