Freon or Radiator fan/blower?

2004 pontiac grand am ac is not blowing cold. It blows, but takes a while to get there and only blows on 5 at max air, so I went and bought some freon, but do not know how to put it in and while trying to put it in, I noticed that one of my dual radiator fans is not working. Please help.
