Ford focus blower fan?

The blower fan in my 1999 ford focus only blows air on setting number 4 the a/c light only comes on on settings 1 to 3 with no air being blown I replaced the thermal resistor and the fan switch both brand new parts in a ford dealers but have made no difference any suggestions????
